Aviation bird collisions records are public records

According to USA TODAY, the Federal Aviation Administration (FAA) "plans to block public access to its records of aircraft and bird collisions". What's the explanation for that approach? It is supposed that the FAA is anxious information of the sort could raise unjustified public worries as for flying safety, which in its own turn could push airports towards not reporting certain incidents. Such approach has already provoked criticism from behalf of public-records advocates.
Aircraft flight data such as bird strikes are being stored by aviation flight recorders installed on commercial airplanes so experts could investigate an incident or a crash. These recorders record information from flight voice records and the air traffic control call recording. An aviation flight records are subject to disclosure because they reside in the domain of public records.
